Long Beach Township Saves $2.2M in Sewer Upgrade Program

Long Beach Township is saving money thanks to New Jersey Environmental Infrastructure Financing Program loans for a sanitary sewer replacement project from 79th to 89th streets. The NJEIFP is a partnership between the NJ Department of Environmental Protection and the NJ Environmental Infrastructure Trust that provides low-cost financing for the design, construction and implementation of projects that help protect and improve water quality.

The project in the township, said Caroline Kirkland, NJEIT marketing/communications coordinator, was funded with $3.2 million in loans, and “qualified for principal forgiveness totaling $1,580,000 as it addressed damage from Superstorm Sandy and improved resilience for future storms.

“Including interest cost savings, total savings for this project is estimated to be $2.2 million over the 20-year term of the loan, or 71 percent of the total project cost,” with, as well, 37 construction jobs created.

Kirkland added, “Aging asbestos cement and clay piping were deteriorating and led to leaks and infiltrations. In addition, many undersized water mains and shallow depth water mains were prone to freezing and bursting. The township removed and replaced approximately 12,000 linear feet of sanitary sewer pipe with 8-, 10- and 12-inch PVC sanitary sewer pipe, as well as associated lateral pipe fittings and manholes. This project ensures continued water quality service for existing users.”

The project was designed by Owen Little & Associates, and built by P&A Construction.

NJEIFP finances projects by utilizing two funding sources. The Trust issues revenue bonds that are used in combination with zero percent interest funds to provide low interest loans for water infrastructure improvements. The DEP, meanwhile, administers a combination of Federal State Revolving Fund capitalization grants, as well as the state’s matching funds, loan repayments, state appropriations and interest earned on such funds. —J.K.-H.
